Mission and Governance

The Massachusetts Bay District is governed by its Board of Directors. In 2005, the Board decided to govern using the Policy Governance® model, which was created by John Carver, PhD.

Dr. Carver's model focuses on promoting accountability, clarity regarding roles & responsibilities, and a process for evaluating performance that maintains right relationship. It is uncompromisingly explicit in its use of meticulous language, because careless usage leads to misunderstanding that can compromise right relationship and organizational performance.
